US Copyrights spell out the laws governing letters, old and recent in, http://www.copyright.gov/circs/circ1.pdf *(See Chapter 5.)

For instance, WWII letters would fall under "Works Originally Created Before January 1, 1978, But Not Published or Registered by That Date." (see pg. 5 and 6 of the pdf). The actual legal text can be found here: http://tinyurl.com/25rj37p. Legally, these letters are copyrighted for 70 years after the author's death, so you would have to get permission from the letter writer (or more likely, the letter writer's heirs--if they can be found.)
